About the Charter Study Commission

Millburn voters approved the creation of the Charter Study Commission in November 2025 with approximately 65% of the vote. Five commissioners were elected to conduct an independent study of the Township's form of government and to make a recommendation to voters.

Over five months, the Commission conducted more than 40 structured interviews totaling over 70 hours, meeting weekly with public comment and Zoom participation throughout. Interviews included current and former Township Committee members, all municipal department heads and senior staff, and elected officials and administrators from comparable New Jersey municipalities operating under different forms of government.

On April 15, 2026, the Commission voted unanimously to recommend that Millburn adopt the Council-Manager form of government under the Optional Municipal Charter Law (the Faulkner Act). The Commission disbanded upon transmittal of its Final Report; the recommendation now goes to the voters on June 16, 2026.

Chris Drucker has been a dedicated member of the Millburn community since moving to town in 1981. Over more than four decades, he has invested his time and energy into making Millburn a vibrant and welcoming place for families. Since 2006, Chris has served on the Recreation Commission, helping shape programs and activities that enrich the lives of residents. He is also the chairperson of the beloved Concerts in Taylor Park series, which brings neighbors together every summer to enjoy live music.

Chris is deeply involved in community events, serving as logistics chair of Rocktoberfest for the past eight years and helping to organize the Tour de Millburn. His commitment extends beyond recreation — he volunteers with Millburn Cares, helps run the annual Community Church Rummage Sale, and supports Oasis, an organization that provides food for more than 350 families from Haiti in Irvington, New Jersey.

Chris served as Chair of the Charter Study Commission, bringing his community-service experience and collaborative approach to the Commission's work.

Corey Biller is a longstanding active volunteer. Currently, Corey is serving his second term on the Millburn Planning Board and 8th year on the Millburn-Short Hills Fourth of July Committee, where he has served in the role of President and Vice President. He is also a regular Millburn Education Foundation volunteer. Corey has also volunteered as a Millburn Recreation softball and soccer coach.

Corey was recently appointed to the Board of Trustees of the Association of Corporate Counsel – New Jersey Chapter. Previously, Corey has served on the Camelback Resort Advisory Board, the Board of Trustees of Congregation B'nai Israel, and as a Benefit Committee Co-Chair of the Asian American Legal Defense and Education Fund. These activities have provided Corey with an in-depth perspective on local government, township administration, and collaboration.

Professionally, Corey is an attorney who leads the employment & benefits law practice area for an international consumer healthcare company. He holds undergraduate degrees in Political Science and Communication.

Corey moved with his wife, Lisa, to Millburn in 2009. They have two daughters; one is a Millburn High School Class of 2025 graduate, and the other is a current Millburn High School Sophomore. Corey served as Vice Chair of the Charter Study Commission, contributing his perspective on local government, his critical thinking, and his fact-based analytical approach to the Commission's deliberations.

Dr. Jerry Kung is the Chief Operating Officer of Advanced Optimization Systems, a software company specializing in airline crew planning. He completed his undergraduate degree in Applied Mathematics from Harvard College and earned his Ph.D. in Operations Research from MIT. Previously, he worked as a quantitative strategist at Goldman Sachs Asset Management (GSAM), focusing on alternative investments, including hedge funds and private equity investments.

Jerry's involvement in local government began more than three years ago, when he and his husband, Frank Saccomandi, now a sitting member of the Millburn Township Committee, produced a widely viewed analysis of the Township's affordable housing settlement. Since then, he has attended nearly every Township Committee meeting, consistently speaking in favor of placing the Charter Commission referendum on the ballot. He strongly advocated for greater public access, helping to restore Zoom participation and a second round of public comment.

Jerry's background in operations research — the science of making complex systems work more efficiently — provided valuable analytical skills for examining different forms of government. He believes in bringing data-driven analysis to local policy questions while ensuring all community voices are heard in the decision-making process.

Jerry served as Secretary of the Charter Study Commission, combining rigorous analysis and meticulous research with a readiness to work with everyone to help the Commission make the strongest possible recommendation for Millburn.

Shaunak Tanna is an executive director at PGIM Real Estate. Based in New York, Shaunak is responsible for sourcing, underwriting, and structuring real estate investments including senior and mezzanine loans and preferred equity investments for the Eastern and Mid-Western U.S. Shaunak has over 20 years of investment experience and started his career underwriting acquisitions of GSA leased office assets.

Shaunak has a Bachelor of Commerce in accounting and taxation from the University of Mumbai and a Master of Business Administration in real estate from Baruch College in New York City. Shaunak is also a Chartered Accountant, and an active member of the Advisory Board for Steven Newman Real Estate Institute of Baruch College.

Shaunak and his wife Rajata moved to Millburn in 2013. Their daughter is a Millburn High School Class of 2025 graduate and their son is a junior and plays on the Millburn High School Tennis team. Shaunak previously served on the Millburn Planning Board. He served as Treasurer of the Charter Study Commission, bringing his independent perspective to dispassionately review facts and governance options and to help craft recommendations based on what's best for Millburn.

Joanna Parker-Lentz is a co-founder of Rocktoberfest, Millburn's beloved annual community festival, and serves as a Trustee of the Millburn Education Foundation. For over 25 years, she has been a licensed broker-associate specializing in residential real estate in the Millburn Short Hills area, helping hundreds of families find their homes in our community. Her expertise has been showcased nationally on HGTV, where she helped families navigate the home buying process.

As a mother of three children who all graduated from Millburn schools, Joanna understands firsthand how local government decisions impact families. Even after her children have graduated, she continues to devote time to supporting our school system through her work with the Millburn Education Foundation.

Joanna's commitment to community service extends across multiple organizations. She has been actively involved with Jake's Ride for over 16 years, serving on the committee and as a board member, helping organize the annual cycling fundraiser that has raised over a million dollars for Dystonia and Parkinson's research.

A graduate of Barnard College where she earned her BA in Theater magna cum laude, Joanna brings both analytical skills and creative problem-solving to community challenges. Her extensive experience helping families navigate complex decisions, combined with her deep involvement in local organizations, gave her unique insight into how government policies affect residents' daily lives.

Joanna served on the Charter Study Commission, drawing on decades of connecting people to Millburn and building community through volunteer leadership.
